What happened

K-water closed four areas at 21:30 on July 17 after heavy rain and sediment entered the area:

The north-side and south-side bike roads from Sicheon Bridge to Gyeyang Bridge. The west/left-bank bike road along the Gulpo-cheon connector waterway. Aramaru Observatory. Ara Waterfall.

The same notice is now marked as reopened and says access was restored on July 24.

The named sections are rideable now under K-water's status. That does not confirm the condition of the entire Ara route, and it is not a field report from Cycling Korea.

After another spell of heavy rain, check the live list rather than assuming this July reopening still describes the day you ride.
